September Newsletter

Our September newsletter can be found here. Due to Caretaker period, this newsletter cannot be sent to residents and property owners during this time. The September newsletter covered:

  1. When will the construction works begin? AWS Civil are proposing works on Stage 1 will begin in early October, pending weather conditions.
  2. How can I upgrade my driveway? As you are aware, driveway crossovers will be replaced on a like for like basis. If you would like to have your driveway upgraded please contact AWS Civil and they will provide you with a no obligation free quote. If you wish to proceed with the quote AWS will issue you with a Road Occupation Permit. The ROP fee of $89.60 will be waived to the property owners who are upgrading their driveways during the construction of this project only.
  3. When will I receive my Invoice? General practice is for an invoice to be sent to the resident property owner one month after construction has begun, however due to Covid-19 Council will delay issuing the invoice until November 2020.
  4. Worksite Safety. We would like to reinforce the importance of worksite safety in preparation of the upcoming construction works.

August Newsletter

An August newsletter was sent to the residents and property owners of Pioneer Bay in the last week of August. A copy of this newsletter can be found here. This newsletter covered:

  1. Letterbox relocation information. Residents and property owners were asked to relocate their letterboxes to the inside of their boundary by 14 August in readiness for construction works to begin.
  2. An introduction to AWS Civil who have been appointed by Customer Service to undertake the road and drainage upgrade works. AWS Civil have programmed stage 1 works to begin in September 2020. A program of works can be found on the newsletter.
  3. Worksite Safety. We would like to reinforce the importance of worksite safety in preparation of the upcoming construction works.
  4. Property Access. Access to your property will remain open during construction works. AWS Civil will keep access disruptions to a minimum and will inform you early of any works that may temporarily restrict access to your property.
  5. Driveways. Driveway crossovers will be replaced on a like for like bases. If you would like your driveway upgraded to a concrete driveway during the time of the project you can speak with AWS Civil on the contact details outlined in the newsletter. Please note that any upgrade will require a Road Occupation Permit of which the $89.60 fee will be waived for property owners.

Letter Box and Private Property Relocation

The Pioneer Bay Road and Drainage Improvement project will consist of construction works in the road reserve which will require your letter box and any private property to be relocated to allow clear access for Council’s contractor.

If you have a letter box or any private property currently located in the road reserve (outside of your property boundary), you will need to relocate this to inside of your property boundary by 14 August 2020. This will ensure that your letter box and/or private property is not damaged.

Your relocated letter box should be clearly in view and positioned on the boundary of your property in a position that is clear of any obstacles like trees, shrubs and rocks.

If your letter box or any private property has not been relocated by 14 August 2020 our contractor will remove and place the letter box and/or private property inside the boundary of your land. Our contractor will not be responsible for any damage in the removal and relocation of your letter box or private property.

July 2020

Council has now awarded the contract for the construction of road and drainage works to All Waste Pumping Solutions Pty Ltd.

The contractor is expected to start mobilising the site from 31 August 2020 with construction expected to start in mid-September. The contractor will be in regular contact with landowners and residents whilst works are being carried out and will also advise landowners and residents of times when access to their property may be disrupted.

June 2020

The tender award for the Pioneer Bay roads and drainage scheme was presented to Council at its 17 June 2020 Ordinary Meeting of which was endorsed. Service relocation works are currently underway in preparation for the commencement of civil works in October, subject to favourable weather conditions and contractor availability. Melbourne Water are currently working through the approvals for their works of which are tentatively scheduled to commence at the end of the year.

Project Overview

Council voted to proceed with a Special Charge Scheme to upgrade $4.6 million worth of roads and drainage in February 2018.

The Scheme will involve construction and full upgrade of roads and drainage including pavement and sealing works, underground surface and storm water drainage, kerb and channeling, nature strip works, speed humps and pedestrian pathways on selected streets.

Additionally, a Melbourne Water upgrade project will integrate with this project at the same time. This will include the upgrade of the main waterway and installation of new storm water infrastructure that will provide the community with a new wetland area.

The Melbourne Water upgrade project has an anticipated value of $2.5 million. Our total contribution to the Pioneer Bay Estate’s projects will be $1.1 million.

We currently maintain over 120km of unsealed roads in urban areas. Our Urban Roads and Drainage Improvement Policy prioritises urban areas for inclusion in future road and drainage upgrade programs.

Pioneer Bay is rated as the highest priority estate for a road and drainage upgrade and this was confirmed through community engagement sessions which began in 2015. The residents and ratepayers identified significant infrastructure issues and assisted in developing concept plans for the upgrade.
