Inverloch - Surf Parade Shared Path - Stage 2

Current update - January 2021

We are continuing to liaise with the Department of Environment, Land, Water and Planning (DELWP) in regards to the proposed shared path extension along Surf Parade in Inverloch. As noted in the response to the December Ordinary Meeting public question, we submitted all the information requested. DELWP has now assessed this information and based on this assessment, we are unable to proceed with the preferred option.

We acknowledge the significant community interest in this project and the desire to see the project completed. We also understand the sense of frustration the community may feel now that the preferred option, which stemmed from significant engagement with the community, will not proceed in its current form.

It is important that any action we take is long lasting and does not exacerbate the loss of vegetation. Erosion over the past year has been significant and the level of erosion was not foreseen. We are working with DELWP on new options for the path, that consider tidal behaviours, sand movement patterns and allows for a greater degree of variability given the dynamic nature of the coastline. We anticipate further designs for the path extension will be informed by the work currently being undertaken on the Coastal Hazard Assessment, which is being completed by Water Technology. We will continue to update the community via our webpage and social media on the progress of the Coastal Hazard Assessment, as well as new options for the path extension.

Update -

The Planning Permit amendment was submitted by Council officers in April and it is now being considered by the Department of Environment, Land, Water and Planning. The Department has made some requests for additional information and officers are currently compiling this information for submission. However, it should be noted that subject to approval being received, the timing of the works may be informed by Covid-19 restrictions enforced at the time.

Submissions to the two proposed design options for Stage 2 of the Surf Parade Shared Path project have now closed.

We're now in the process of collating these comments, and we anticipate this report will go before Council at the August Ordinary Meeting.

In response to a submission to the 2018/19 budget, we included a second option for the path, to include more formalised parking bays.

The below historical documents were prepared during the initial planning phase of the project, some of these documents have been updated and will form part of the pending Council report.

Option 1

Option 1 features an extension of the shared path from Veronica Street to the Inverloch Surf Life Saving Club and 20 parallel parking bays, which is a loss of 118 bays currently available as informal parking.

Option 2

On top of the extension of the path, Option 2 includes the provision of 138 parking bays. Option 2 will require vegetation removal which is subject to approval from the Department of Environment Land Water and Planning (DELWP). Under this option, formalised car parking will be provided parallel with Surf Parade along the foreshore side with the shared path. Kerb and channel will act as a barrier between the parking spaces and the pathway and will minimise the required encroachment into the foreshore.

We also held a Facebook question and answer session with Councillors and Council Officers on Tuesday, 16 April.
