Access and Inclusion in Bass Coast


We are committed to promoting an accessible and inclusive community to enable people of all abilities to participate fully in all aspects of our community. To assist this commitment we provide the following resources.

All Terrain Wheelchairs
Council provides access to beach and all-terrain wheelchairs so people with a disability can enjoy our beaches, oceans and trails. Please note the Wanderer is unavailable until further notice.

Locations of Changing Places in Bass Coast

Changing Places are fully accessible public toilets with additional features and equipment to meet the needs of people with severe or profound disabilities. There are three Changing Places in Bass Coast which are located:

  • Cowes Transit Centre, 56 Church Street, Cowes: open 24/7, Master Locksmith Access Key (MLAK) required, no shower
  • Phillip Island Health Hub, 50 Church Street, Cowes: open 24/7, located inside Hub, no MLAK required, no shower
  • Penguin Parade Visitor Centre, Phillip Island, 1019 Ventnor Road, Summerlands: open from 10.00am until late*, located inside Visitor Centre, no MLAK required, shower provided, contact number: 5951 2800 (*Opening hours may vary due to COVID-19 pandemic and public holidays. Please contact to ensure access.)
Access and Inclusion Advisory Committee

The Access and Inclusion Advisory Committee (AIAC) is made up of community members and representatives from disability focused organisations across Bass Coast Shire. The AIAC advises Council on access and inclusion issues for people living with disability, and helps in developing solutions. Refer to the Terms of Reference for further information.

Building Inclusive Communities Program of RuralAccess

RuralAccess is about building more inclusive and welcoming communities for all people with disability. It is funded by the National Disability Insurance Agency, via the Department of Health and Human Services, to deliver Information, Linkages and Capacity Building (ILC) like activities until 31 December 2019, as part of the implementation of the National Disability Insurance Scheme (NDIS). ILC creates connections between people with disability and the communities they live in.

Disability Action Plan 2016 - 2020

All public sector bodies are required to prepare a Disability Action Plan under section 38 of the Disability Act 2006.

The Disability Action Plan guides Council in our actions and planning to ensure we take into account the needs of, and issues that affect people with disability in our community.
