Amendment C153

Amendment C153 proposes to apply the Public Acquisition Overlay to land for the purpose of reserving and acquiring it for public open space.

Land affected:

The amendment affects land at the southwest corner of the intersection of Phillip Island and Ventnor Roads, Cowes, being Lot 1 PS 706350M.

Amendment Proposal:

The Bass Coast Planning Scheme sets out the policies and requirements for the use, development and protection of land within Bass Coast Shire. From time to time, a need arises to change, or ‘amend’ a planning scheme. Planning Scheme Amendments can be changes to the maps, written text or incorporated documents of planning schemes.

This amendment proposes applying the Public Acquisition Overlay (PAO) to the subject land. The PAO identifies land that is proposed to be acquired for a public purpose and has the effect of reserving that land under the Land Acquisition and Compensation Act 1986. In this instance, the PAO is proposed to be used for the purpose of reserving and acquiring the land to establish and enhance the public open space network on Phillip Island.

Should a Planning Panel Hearing be required for Amendment C153, the following tentative dates have been set aside:

Directions hearing – week commencing Monday 23 March 2020

Panel hearing – week commencing Monday 27 April 2020

Submissions are now closed.

All submissions will be considered by Council and if there are any that raise issues which cannot be resolved, Council may refer them to an independent Planning Panel for recommendations about how to proceed.
