Community Infrastructure Levy
Community Infrastructure Levies (CIL) are financial contributions made by landowners towards the development of community facilities, such as sporting facilities, maternal child health centres, multi-purpose buildings etc.
These are community facilities that have been identified as required for a specific area, during the preparation of a development plan or precinct structure plan.
The levy is a one-off payment made by property owners that must be paid before a building permit can be issued, as specified in the Planning and Environment Act 1987 and the Building Act 1993.
Where does the Community Infrastructure Levy apply in Bass Coast Shire?
Currently, this levy applies to lots released within the Summerfields & Northern Views Estates in the Wonthaggi North East Precinct. The levy is required to be paid by the purchaser of the lot before a building permit can be issued.

How much is the levy?
The CIL is charged on a per dwelling basis. The amount payable varies between different Precinct Structure Plans (PSPs) or housing estates.
The CIL is subject to annual indexation. It’s currently capped at $1,150.

Who is responsible for payment of the Community Infrastructure Levy?
Sometimes the property owner is responsible for paying the CIL at building permit stage and other times the developer of an estate may have already paid the CIL for each allotment, as part of an agreement with Bass Coast Shire Council.
To ascertain whether CIL is applicable on a particular property you can search for your property via our Community Infrastructure Levy Map to ascertain if CIL is applicable. If CIL is applicable, please complete the CIL Payment Form and return to growthareasadmin@basscoast.vic.gov.au.
How to pay the levy?
Once the CIL Payment Form has been lodged and signed off by our Growth Areas Support Officer, payment can be made via the following methods:
