Rating Strategy: Have your say

Council is reviewing how the cost of rates is shared by different property types. That is how farming, commercial and residential properties contribute to the rates we collect. We have created four options and show how each property type will be impacted by each option.

The Options

Option 1: Continue with the current rating strategy

The General rate remains at 100%, the Farm rate contribution is paid at a rate of 80% and properties classified as Vacant Land contribute at a rate of 150%. A garbage charge is applicable to those who are in collection areas and the Land Management Rebate continues to be available.

Option 2: Reduced Farm Rate, higher Vacant Land rate and elimination of Land Management Rebate

This option decreases the Farm Rate contribution to 65% and raises the Vacant Land contribution to 200%. The Land Management Rebate is removed. General rates remain at 100% and a Garbage Charge is applicable to those who are in collection areas.

Option 3: Reduced Farm Rate, higher Vacant Land rate and a Farming for Climate rebate to replaces the Land Management Rebate

This option decreases the Farm Rate contribution to 75% and raises the Vacant Land contribution rate to 175%. In addition is a Farming for Climate rebate, which would replace the Land Management Rebate. General rates remain at 100% and a Garbage Charge is applicable to those who are in collection areas.

Option 4: Increase Farm Rate

This option increases the Farm Rate contribution to 100%. The General rate remains at 100%, Vacant Land at 150% and the Land Management Rebate continues to be available. A Garbage Charge is applicable to those who are in collection areas.

Definitions

General rate

The General rate applied to calculate the contribution from developed properties (eg residential, commercial or industrial)

Farm rate

The rate applied to calculate the contribution from properties used for farming. The aim of a farm rate is to support a viable farming sector.

Vacant Land rate

The rate applied to calculate the contribution from undeveloped properties.

Garbage Charge

Properties with rubbish and recycling collection pay a garbage charge.

Land Management Rebate

A discount available to properties over four hectares in size, whom carry out land management activities such as weed eradication and erosion management.

Farming for Climate

A rebate available to farming properties who complete a Climate Adaptation Plan and associated Carbon Farming activities. The plans would be registered and approved by Bass Coast Landcare Network.

How the options impact rates payable, per property type

The table below provides a guide as to the possible dollar impact of each of the four options for each type of property, using average valuations as a guide. Each option splits the pie in slightly different ways, with the overall amount collected by Council remaining the same. Therefore, a decrease in the contribution rate for one property type may increase the contribution value for other property types. These do not include effects from the Land Management or Farming for Climate rebates.
