Fees and Charges

Council offers a range of services which help ensure a safe community, protect public assets and enhance neighbourhood amenity. Permits are required for many of these services, some of which place conditions and/or restrictions on activities.

Local Laws General Permits

  • General permit (ie for raffles or collecting money, gifts or subscriptions) $0 -$103.00 application fee (rate depends on whether applicant is a local charity, registered or non-registered organisation)
  • Busking permit is $105.30
  • Motor bike and recreational vehicle permit - $108.40 (annual permit)
  • Camping on private land permit - $225.00 (annual permit)
  • Footpath trading permits - $106 application fee, $114 A-frame, $140 per m2 displaying goods for sale and $114 per m2 for outdoor dining facilities. In addition a 25% discount applies to permit fees where applicant is a current member of a Bass Coast business and/or tourism association.

Other Fees and Charges

  • Abandoned vehicle release fee - $324.00 (plus any other costs that may be incurred, ie storage fees)
  • Shipping Container permit - $57.80
  • Impound release fees - $130.00 (signs and/or other items that do not require towing)


  • Animal registration fees range from $18.50 to $201.00 (refer to Animal Management section for further information)
  • Pound release fees - Dog $108.40, Cat $53.00, Stock (ie sheep, cattle, goats, pigs, etc) $54.70
  • Domestic Animal Businesses - $280.00 annual registration fee
  • Excess animal permits - $54.70 annual fee

Environmental Health Permits

Registrations for premises under the Public Health & Wellbeing Act 2008

  • Hairdressers, beauty salons, skin penetration premises (tattooists) - $238pa
  • Prescribed accommodation ranges from $295 pa for 6-15 client capacity up to $560 pa for 50+ client capacity
  • Holiday House registration fees range from $74 for short term use to $148 for 6-15 client capacity and $179 pa for 16-25 client capacity

Registration for premises under the Food Act 1984

  • Temporary food vendors (depending on class) range from $46 to $155
  • Food Premises (depending on class) range from $306 to $538
